Papuaweb adalah proyek nir-laba (yang tidak mencari keuntungan), dibuat dengan tujuan utama untuk menyediakan sumber informasi pendidikan dan penelitian yang memiliki keabsahan akademis, bagi keperluan murid sekolah menengah maupun mahasiswa yang tinggal di Indonesia terutama di propinsi Papua (termasuk propinsi terbaru Irian Jaya Barat). Bahan www.papuaweb.org disediakan bagi siapa saja yang berminat mengetahui tentang Papua dan bisa mengakses world wide web (internet) atau bisa menghubungi kedua institusi pendidikan tinggi Negeri di Papua (dalam format CD ROM). Pencipta bahan yang tersedia di atas www.papuaweb.org menyetujui membagi karyanya secara gratis lewat situs ini hanya untuk tujuan pendidikan dan kegiatan nir-laba lainnya.

Pengguna situs ini secara resmi terikat untuk menghormati hak cipta pihak-pihak yang telah rela mengkontribusikan bahan-bahan pada situs ini.
